Eating with 80% fullness means that you eat till are satisfied but not 100% full .
Lets imagine an imaginary scale rated from 1 to 10 , where 1 stands for extreme hunger and you are ready to eat anything even if you don’t like and 10 for extreme fullness in a sense that you are unable to smell food.
